Elsa hasn't had any romantic interests in her life, but the Guardian Jack Frost has been there through everything, even if she couldn't see him. During the 300 years that Jack was invisible, he started to take notice of Elsa as a little girl. She had powers similar to his, and that was something he had never seen before.
Now, it is up to the person who makes him to decide how he came to Storybrooke, if he still is a Guardian or if he lost his powers for a time and just got them back-whatever, it's up to you and up for discussion. All I require is that he and Elsa have a past. He noticed her because of her powers and she read fairy-tales about him. They are to be each others one true love. Please let me know if you want to take him and let's make this happen!
